Culvert Pipe Replacement in Rockville, MD

When the pipe under your driveway fails, the driveway follows. We handle both.

Surface Repair Won’t Fix a Collapsed Pipe. Culvert Replacement in Rockville, MD.

Rockville has some of the oldest residential infrastructure in Montgomery County. Homes in neighborhoods like Flower Valley, Twinbrook, and West End have been here since the 1950s and 1960s, and the drainage pipes under their driveways have been in the ground just as long. After 50 to 70 years underground in Montgomery County clay, those pipes corrode, collapse, and stop doing their job. The driveway above sinks, water backs up, and no amount of surface repair fixes what’s happening underneath.

Most paving companies won’t touch culvert work because Montgomery County requires a permit for it. We handle culvert replacements regularly and work directly with county inspectors throughout the process.

Driveway Paving and Culvert Pipe Replacement for Sean on Carrolton Road

Flower Valley, Rockville, MD — Completed 2026

What We Found

Sean’s property on Carrolton Road in Rockville’s Flower Valley neighborhood needed both a full driveway replacement and a new culvert pipe. When the pipe underneath a driveway has failed, you can’t just replace the driveway and leave the old pipe in the ground — the new surface will sink or crack as the pipe continues to deteriorate underneath it. Both have to be done together.

What We Did

We removed the entire driveway and hauled away the old asphalt. Before excavating the pipe, we had to address a large established tree in the Montgomery County right-of-way directly adjacent to the culvert. Inspector Norman required us to protect the tree during the work. We wrapped the trunk with plywood, secured it with a come-along cable, and surrounded the area with orange safety fencing. Near the tree, we hand-dug instead of using the skid steer so we wouldn’t damage the root system. Once the tree was protected, we excavated the failed pipe and removed it.

We installed a new Montgomery County approved 13×17 squash pipe, 24 feet long, sized to the county requirement of 5 feet extending past each edge of the driveway. We laid 4 inches of base asphalt and power rolled with a 3- to 5-ton roller. We applied a tack coating so the two layers would bond as one structure. We machine-laid 2.5 inches of topping asphalt and power rolled to a smooth finish. The entire job was completed in one day. One-year workmanship warranty included.

The Result

Sean’s property in Flower Valley now has a new driveway built on a new pipe — both done together, which is the only way to do it right when the pipe underneath is the reason the driveway failed in the first place. The tree in the county right-of-way is still standing, undamaged, exactly the way Inspector Norman required it.

“Stanley did excellent work replacing my driveway and storm culvert. Communication with management was great. They knocked out a large project in 1 day.”

Why Culvert Work Requires a Specialist

Replacing a culvert pipe isn’t a standard paving job. It involves excavation, permitting, county inspector coordination, pipe sizing to Montgomery County standards, base reconstruction, and repaving — all in the right sequence. Most paving companies avoid this work entirely because of the permitting and the complexity. We do it regularly.
